First he should pay a visit to his dentist to see that he does not require any fillings etc. It may be that he has oral thrush, in that case the doctor could probably prescribe something for that. He should brush his teeth twice a day, after meals if possible, and use a good mouthwash. Unfortunately some people have bad breath no matter what preventative measures they take. In that case buy shares in Gold Spot lol!
