According to Canarian news a couple of days ago parents who did not legally strap in their kids could loose custody of them, it was even the subject of their daily Facebook poll.
A little harsh perhaps?

Taxi drivers were asking how many, and what size, baby/booster seats they needed to carry in order to comply with any possible combination of a mother with three children!

it good have seat belts on buses. but.... whould be better just to duck tape the kids. that way they can´t move hahahahaha
