I beleive Port Royale installed a system a couple of years ago -expensive !
You cannot force all residents to contribute to it, however .
It is possible using repeaters - we have a company using our complex but they charge €40 per month per person for a very poor package .

Have a word with Royal Palm, A certain company will install it for free, and charge only when you use it.
