If a utility bill is in the name of a tenant can the ownder be held responsible if the tenant flits?

I didn't know that utilities could be in the name of a tenant here.

I thought most rentals tended to include utilities in the rent, in which case the owner is clearly liable for payment.

The owner could include a clause in the rental agreement that the tenant is responsibility for payment of utilities, but if the tenant defaulted then the utility company would have that second bit of the cherry and go after the owner anyway! The rental agreement is after all only a private agreement between tenant and landlord. Ultimately it would always be the owner who is responsible for supplies to his/her property.

In a default it is open for the owner to take recovery action against the tenant....if the tenant can be found, I guess.
