Costa response to planning application

Our small community is having major problems with the Costa. 3 Years ago they closed our sea-water pool and fined us 3K euros. After a lot of internal community argument we finally submitted plans for a new fresh-water pool and 6 months later the Costa replied asking us a question that we'd already answered! We answered it again last October and since then have heard nothing. The ayuntamiento can do nothing to help us and our administrators are unable to make any contact with the Costa.
Does anyone know whether there is any time limit on the Costa for a response - is it another 6 months from our last reply?
Can anyone help or offer advice?
