The following was sent to me by a friend on the Mainland. Does anyone know if it applies here?

Non Resident Certificate – People who are not a resident in Spain, and are the registered owner of a car with a Spanish registration, have to carry a non-resident certificate. Royal Decree 557/2011 of 20 April, which the Regulation of Law No. 4/2000 approved on the rights and freedoms of foreigners in Spain and their social integration, is governed by the amendments made by the Act 2/2009. This is obtained in Orihuela Costa at the Office of the National Police in the Town Hall (Extranjería), OR IN YOUR OWN AREA WHERE THERE IS A POLICÍA NACIÓNAL OFFICE.

This is what you have to do. Between the hours of 9:00 to 11:00 you can pick up the forms and make an appointment. There you get the forms EX 15 and 790. For the appointment you need:-

A completed EX 15 form, and 2 photocopies, your identity card or passport with a photo copy, a photo and a photocopy of the NIE number. With the Form 790 go to the bank and pay

€ 6.89. Bring this document with you to the appointment.


If one is resident in Spain, then one should transfer one’s foreign driving licence to a Spanish one.

And its well out of date, the tasa for a NIE (white non residents) is 9,28 now,
Basically in simple English to own a car legally you need a white NIE if you are not resident here or green residence paper if you are, plus a certificate of empadronamiento obtainable from your local town hall (specify for Trafico purposes) plus of course the ficha tecnica (log book) and permiso de circulación in your name (document that proves ownership of the vehicle)
