Hi all, Done my energy certificates, now need to know if it is the law that I have to register them here

The engineer does not do this unless I give him a signed letter with autorization and Dni details etc.
Yes they need to be correctly registered. It should be included in the price you pay.

This is completely normal for anyone working on behalf of yourself, sign the Industria autorization and give them a copy of you NIE & Passport.
Job done.
It has to be an architect or engineer.
