Sending goods (exporting) to mainland Spain

Can anyone explain to me why it is so difficult to send goods from here to mainland Spain, and why they impose Dua when sending or receiving goods from the mainland?

I would like to get a better understanding of this as I want to start building up business with Mainland clients

It is due to the tax differences between here and the mainland
The same as they require the DNI of the person you are sending the items to
