How can I get a licence for a rickshaw/pedicab business in Tenerife?

I'm owner of 2 brand new pedicabs with electric assistant, planning to open pedicab business in las americas.
and i'm looking for people who help me to get a licence

I would apply at your local town hall for licences. See how you get on there.

i was doing pedicab activity for 3 years in ibiza and each year i had problems with police and mafia taxi drivers. This year Police took off licence, reason? "new type of licence" apparently in tenerife gonna be the same problems. It is hard to do business in third world country...

I didn't tried to apply for licence but i think it would cost a lots of problems. I had bad experience with town hall in Ibiza. The problem is taxi drivers they don't want any competition but if you have idea how to sort it out we can do business i have access to lots of rickshaws
