Community telephone cabinet "compromised" in Callao Salvaje

ADSL failed and phone noisy on recent visit to our apartment in Callao Salvaje. With the kind help of Steph from Witzend we inspected the cabinet which appears to have been tampered with. Cannot trace the local engineer who replaced the old cable 18 months ago, for advice, so am looking for a recommended telecoms engineer to do the job...

You said the Cabinet was affected so it Would be the Phone Company? as the cable is after the Cabinet.
