inheritance tax

I saw an article a few weeks back about big changes in inheritance tax for Tenerife. I believe the changes will reduce the tax by 99% for class 1 (spouse) and Class 2 (children). I also believe they are changing the gift tax laws? Has anyone further information about this as it cannot come soon enough for a lot of people here.

I think it will as I think now they cannot differ between resident and non resident. Could be wrong but I am sure I read that somewhere.
