I have a neighbour who's dog barks all day, any idea's about the legality in preventing this distubance.

You can buy a box which attaches under the dogs chin which stops him barking, I don't know the details but Google it, you may be able to negotiate with the dogs owner.....

Are pets allowed on your complex? maybe start there and find out if they are breaking community rules

We've been through this and our President and the Administration investigated and dealt with it very quickly. It really is upsetting.
