I think you do and you can get at Capitania Maritima in Santa Cruz (Edif Mulitples, Avda Anaga) and I believe that it is valid for 3 years.

I spoke to a fella I know this morning and very much what Ecky says is the norm.
Told me a licence is available at around 15 euro and it lasts for 3 years.
He himself goes fishing off the rocks, has no licence, doesn't catch much, but says he is a good runner...

The fishing shop in Tu Trebol will get you one but it takes about 10 days. you need to show your passport and i think its about 15 - 20 euros.
