Canarian president Paulino Rivero has raised the bar in the ongoing negotiations for a regional power-sharing deal with the PSOE by insisting that any agreement should include further transfer of powers to the Canaries from Madrid.

Political observers say Rivero is capitalising on the current weakness of the PSOE government at national level to demand full control over Canarian airports and the islands' coasts in return for a deal with the PSOE here to prevent the Popular Party from forming a regional executive.

The Spanish government needs to keep Rivero's Canarian Coalition party on board to ensure the Budget is passed in the autumn or it would be forced to call an early general election.

However, prime minister Rodríguez Zapatero may refuse to negotiate the demands because Rivero has little choice but to work with the PSOE if he is to remain in office.
