Can anyone help pls.

1. Who is physically responsible to pay the 3% to the Tax Office

2. At what time in the selling process is it paid.

3. If no Capital Gains are made is the 3% still paid to the Tax Office.

1. The Buyer who has withheld this 3% from the purchase price is obliged to pay this - usually done by his Gestor, but you can do it yourself
2. It must be paid within one month of the transaction
3. It does not matter what price/profit is involved, it still must be paid (if there is a loss, Seller can reclaim part or all)
