What can the administration do about debtors on a community?

Can anyone tell me what there administration does about debtors. Is there a law that says how long they can go without paying there maintenance fees.
How long can they go before anything is done. If they don´t pay i believe that if it is taken to court, that the court can instruct the selling of the property, and the fees taken out. If that is the case how long does it all take to get to this stage. The trouble is we haven´t got a lot of money to take anyone to court.

We also have three maintainence workers, two cleaners, and a night doorman, they don´t seem to do verry much work, but i have been told there attitude is if you don´t like it sack us, but as i have already said we haven´t got enough money in the kitty to get rid of anyone. I would like any opinions on this please. thanks.
