Community rules

Hi, I am looking for some info, re, community rules and regulations.The questions I have are ( 1 ) How are community rules arrived at, ie, who makes the community rules. (2) What role if any has the Local Authority got with regard to community rules. I ask these questions because recently I have been told that members of our community are not permitted to sit on their patio/ balcony after 10:00 pm and that we have to be in our apts, with the windows and doors closed after 10:00pm and that is a rule by the Local Authority, I have looked for a copy of the community rules and can't get my hands on a copy, the community President does not speak English and my Spanish is not good enough to conduct a conversation, any information would be very much appreciated, especially re, the role of the Local Authority in establishing community rules.
